The WHL has been ok'd to play in the Province of Alberta where only Alberta teams will play each other. Saskatchewan has also given approval to play and will bring Winnipeg team into their loop.
The US based teams will play in their own division.

The stoppage has had a profound effect on each team financially and, with added expenses of regular mandatory testing without any revenues, Hamilton says those losses will only get deeper. However, he says the league feels an obligation to find something for the players. "It gives the players something they can finish off on. We have a number of players in this division that are high draft picks, and need an opportunity to expose their talent and skills so they have an opportunity to be picked."

As of this publication (Feb. 13), B.C.’s return-to-play plan has not yet been given the go-ahead from Provincial Health Officer Dr. Bonnie Henry to host games as a result of current COVID-19 public health orders in place until further notice. However, when the announcement was made on Feb. 5, she said the hope is to ease some restrictions that would allow competitive sports, but only if the pandemic’s situation in the province improved.

With the OHL’s return to play plan rejected by the Ontario Government, as result of inadequate safety protocols, Lisa MacLeod and Doug Ford must have plans to ease restrictions to allow for competitive sports, otherwise the OHL's proposal wouldn't have even made it to the rejection table.

In my opinion, this is all about money and I think they are playing hard ball with the government. That would be and is a serious mistake. OHL insiders had some thought on this yesterday.

#OHL players from Ontario being asked to head back to their respective teams as early as this weekend and to be ready for a late March/Early April start.

Players on loan oversees need to be back by the 15th per IIHF rule.

Teams cannot force anybody.

If this is nothing more than a 20+ game tournament, the game results will be irrelevant in the big picture. The financial losses, the owners will have to endure in any return to play, will not be to appease the fans, but rather the agents and parents of current and future OHL players. And that is important!

For OHL fans and coaches, this will at least allow players a couple months of developmental/showcase games and serve as a bridge to a short turnaround to an official OHL return in 21-22.

Any statement from the OHL will sound like they always do, a bunch of words with little information. Something along the lines of....

The health and safety of our players, coaches and billet families are our number one priority. We are working closely with the provincial government on a daily basis in hopes of getting an abbreviated season underway in the near future. Blah, blah blah, words, words words.
