So, every kid would just report themselves eligible. And when they don’t get drafted to the team they want to go to, then they simply don’t report and nothing changes.

What is stopping a kid from saying “ Yeah, I’ll come overseas and play in the OHL” gets drafted by Niagara, says “nope, not going there” and picks another of the many options available to kids nowadays?

Making them declare does nothing to get them to come.

Not quite true - the kid who truly has no aspirations for OHL despite having talent would not be in the mix. You would be drafting a player who was interested and then you trade him in-year where he'd rather be.

Since there wouldn't be any consequences for declaring and not reporting, you can bet that agents would have players declaring their eligibility regardless if they plan on reporting or not.

It would a dumb move to close any door that's open to you at any time. Things change all the time. At the very least, they could/would use their OHL eligibility as leverage against other teams in other leagues to get what they want and get to where they want to be.

To think a player that has no plans on coming to the OHL would close that door on himself at any point is simply naive.

Thinking that a player in Europe must always want to play in the OHL is egocentric. If they had to disqualify themselves no one would, but if you had to declare your interest (fill out a form and drop a stamp on it) when you could care less about what's happening on the other side of the pond, it may thin the prospects.
