Default OHL Priority Selection Rule Changes?

I'm not sure if this topic has been covered here, but it obviously relates to the Ice Dogs since they're part of the OHL.
We continue to see a handful of midget prospects refusing to report to the team that drafts them. E.g. Cuylle refused to report to the Petes who used their first pick to select him in 2018 Priority Selection. He held out, threatened to play NCAA hockey, and then was traded to Windsor. Or, a player will inform teams not to draft him playing the "NCAA card", e.g. Stranges falls to the second round, where London selects him.
Should a player have the right to basically select the team that he wishes to play for instead of going to the team that selects him? Does anyone have any suggestions or proposals for rule changes that might level the playing field? Or do you think the current rules are fine given that we have seen OHL champions crowned from various teams? Hamilton, Oshawa, Erie, Guelph, London, etc...just go down the list.

Thoughts?

Only rule change that could work is making them have to commit like they have to do for college before the draft but they canít decommit if they donít like where they are drafted as for guys falling to the second round because they say they will go to college instead only thing to change that in this system is to do what Peterborough did take the kid wait till camp say heís defected and trade him for a bunch of picks plus an extra first the next year

Yes if a 1st rounder doesn't report to the team that selected him and he gets traded, it seems to work out well for both clubs with the current rules. One team gets the player and the other team gets a compensatory pick in the first round (next season) plus the 3 2nd rd picks that they usually acquire from the team that first selected the player. That should help with any rebuild (for both teams).

That solves the one issue, but not the NCAA card. The solution is a declaration, if you don't opt to play in the OHL then no team can draft you. If you declare, and don't play where you are drafted (and can't orchestrate a trade) then the drafting team owns your rights without impacting the protected list.

This has been discussed many times over the last few years. If it doesn't affect London, don't look for Branch to change the rules. The attitude is, the league needs star players and it's better to have them clumped on certain teams than not have them at all.

London is London for a reason. They play dirty but with in the rules or there would have been action taken against them. It keeps working for them and I'm sure every other team can make the same deals if they wanted. People can get upset but look at the stars they produce and talent they draw. Let's see here a elite player can have a option to be coached by Burke or Hunter who do you think they will pick seriously. People need to stop complaining life is not fair and neither is hockey it seems. Find a way to make the system work for you.
